The site represents the curtilage of an existing property situated on the eastern side to the Dhoon Loop Road. The property is a poorly maintained Manx cottage with outbuilding alongside, in which the applicants are now living.
Previously, PA 01/1238, approval in principle was sought for the replacement of this cottage with a new one. Permission was granted but the applicant was not content with the conditions which restricted the design of the property to one of Manx vernacular.
The Inspector commented that the extensions and alterations which have been undertaken to the cottage have significantly altered and detracted from the form of the original cottage to such an extent
that it is, quite properly, not considered worthy of Registration...in this case its replacement with an appropriately designed cottage of generally similar proportions seems to provide the best option for the long term character of the area. He went on to dismiss claims that the new house should comply with the Houses in their own Grounds part of 3/91 and required that the new house be sited as close to the existing outbuilding so that the development remains as small cluster rather than be scattered over a wide area.
We are also presently considering a retrospective application for a new access to behind the outbuilding (PA 04/0561) which was refused by the Planning Committee despite a recommendation from the PO for approval. This application is currently awaiting an appeal hearing.
Now proposed is the principle of the replacement of the dwelling but with something which is not quite in full accordance with the provisions of 3/91. It is more modern than that described in 3/91 but which will be "very well insulated and eco-friendly". The house would be orientated as is the existing - that is with the frontage facing south west.
The landscape in which the property sits is characterised by a variety of house styles: the Wonder House (Brookdene) to the south west is a Norwegian styled house, Thalloo Ree, Dhoon Plat, Glenside and The Bungalow are all non-traditional properties and whilst the new dwelling would be fully in accordance with the prevailing policy in the form of 3/91 - the SPMCE make sound points and do not object despite having very firm views on development in the countryside. As such, I would be prepared to recommend approval on the basis of the siting and elevations submitted. The applicant should accompany any detailed application will a full explanation on the eco-friendly benefits of this particular design.

This approval is in principle only and will remain valid for a period of two years within which time no development may take place until such time as details of the reserved matters (siting, design, external appearance, internal layout, means of access, landscaping) have been approved by the Planning Authority. Such reserved matters should form the subject of a single application.
This approval relates to the principle of the replacement of the existing dwelling with a new dwelling positioned as shown in drawing reference "WRT01/04" and of the appearance shown in "2004/1" both received on 8th September, 2004.
C 3. The roof of the proposed dwelling must be finished in natural slate and the walling predominantly in painted render.
C 4. The application for reserved matters must include provision for the improved access and parking arrangements to serve the new property including provision for a motor car to be driven in and out of the property in a forward gear.
C 5. The Planning Committee notes the applicant's intention to erect a "very well insulated and eco-friendly" dwelling. As such, the application for reserved matters must include information to demonstrate how this will be achieved in the proposed design.
