The purpose of this planning application is to seek planning permission for the change of use of a ground floor room within "Brookdale", Parliament Square, Ramsey from a currently designated use as an Office into a residential Utility Room. Whilst the room is described as an Office, it is not related to any commercial operation.

"Brookdale" and the adjoining single storey commercial unit are both owned by the Applicants, Miss Catherine Prossor and Miss Sharon Kearns.
In 1994, the Applicants, who at that time ran a Chiropody business, applied for a change of use of the single storey commercial unit into a chiropody surgery. This work involved creation of a door opening between the commercial unit into "Brookdale" with one room at ground floor level of "Brookdale" adjoining the commercial unit proposed for use as an Office and toilet connected with the running of the chiropody surgery. An application for the change of use was submitted under P.A.no.94/00912/C and was approved on 28^{\text {th }} November 1994. This approval related to the use of the commercial unit as a chiropody surgery together with use of one room within "Brookdale" as an Office and toilet. The remainder of "Brookdale" was retained as residential accommodation with Lounge at Ground Floor level, a Sitting Room, Kitchen and Shower Room at First Floor level and two Bedrooms in the roof space area of the property.
A further planning application to change the use of "Brookdale" into Office accommodation was submitted in 2002 under P.A.no.02/00037/C and this was approved on 11^{\text {th }} June 2002 but the approval was never taken up and the property remained largely residential.
Miss Prossor and Miss Kearns operated their chiropody business from 1994 until 2016 when they retired. Whilst operating their chiropody business, "Brookdale" was let as a residential unit to a separate tenant.
A planning application to convert the chiropody surgery into an ice cream parlour was submitted in 2016 under P.A./no.16/01378/C and this was approved on 21^{\text {st }} February 2017. This application involved conversion of the single storey commercial unit only into an ice cream parlour and the door opening between the commercial unit and "Brookdale" was to be built-up to create two separate units again. The approved works were carried out and, although the Office use designation remained for the one room within "Brookdale", this room was not used on a commercial basis.
Miss Prossor and Miss Kearns are now in the process of selling "Brookdale" and the Advocates have highlighted the fact that the ground floor room and toilet within "Brookdale" is still designated as an Office as approved within the 1994 change of use application. Hence, the reason for this application is to revert the use of the room from Office into a residentially related Utility Room and toilet and return "Brookdale" to a full residential use as it had been prior to the change of use application in 1994 under P.A.no.94/00912/C.
