General Policy 2
GP2 permits development in accordance with Area Plan zoning if it respects site/surroundings (b), does not harm townscape character (c), avoids adverse amenity impacts (g), provides satisfactory standards including access/parking (h), and avoids flood risk (l). The officer assessed the proposal as compliant, noting no harm to town centre vitality (not a full commercial conversion), no amenity or character impacts from internal changes, central location with existing access, and no increased flood risk. The policy was the key test for town centre residential use.
Environment Policy 13
ENV13 prohibits development causing unacceptable flood risk on or off-site. The officer overruled the Flood Management objection by explaining the proposal regularises a room as utility/bathroom (less vulnerable than existing lounge), within an established dwelling with upper-floor bedrooms, introducing no new units or heightened occupancy risk in the high flood zone.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with Article 26 of the Town and Country Planning (Development Procedure) Order 2019 and to avoid the accumulation of unimplemented planning approvals.

DOI Flood Risk Management Division opposes the change of use to residential due to the site's location in a high fluvial and tidal flood risk zone. DOI Highways Division and Ramsey Town Commissioners have no objection or interest.
Key concern: high fluvial and tidal flood risk zone unsuitable for more vulnerable residential use

ObjectionThe above application proposes a change of use from retail to residential accommodation within a high fluvial and tidal flood risk zone. Residential accommodation is classed as more vulnerable land use in regards to flood risk and consequently this cannot be supported by the Flood Management Division.
