Reason: To comply with Article 26 of the Town and Country Planning (Development Procedure) Order 2019 and to avoid the accumulation of unimplemented planning approvals.
This application has been recommended for approval for the following reason. It is considered the induction of a mural on this building is considered acceptable and therefore comply with General Policy 2 of the IOMSP.

THE APPLICATION IS BEFORE THE PLANNING COMMITTEE AT THE REQUEST OF THE HEAD OF DEVELOPMENT MANAGEMENT
1.1 The application site is 73 Parliament Street, Ramsey which is a three storey building end terrace property, located on a corner plot with Parliament Street and Christian Street.
2.0 THE PROPOSAL - 2.1 The application seeks planning permission for the creation of painted mural on the side and front elevations of building. The works are to the front (parliament elevation) and side (Christian Street) elevations of the building which involves the painting of the entire elevation.
3.2 The applicants in support of the application state; "To commission an artist to paint a Mural on the Side and Front of the Building. We believe that great artwork can attract enthusiasts from further afield. Ramsey has this brilliant independent high street with so much potential, other progressive towns in the UK and US are desperately seeking what we already have, we just need to add some enhancement."
3.0 PLANNING HISTORY - 3.1 There are a number of planning applications associated with this site; however, none are considered especially relevant in the determination of this application.
4.1 The Ramsey Local Plan 1998 identifies the site as being within an Area of "Town Centre-Mixed Use”. The site is not within a Conservation Area. - 4.2 The following policies in the Isle of Man Strategic Plan 2016 are considered relevant. - 4.3 General Policy 2 states: "Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:
5.1 Ramsey Commissioners have no objection (14.07.2021). - 5.2 Highway Services comment (01.07.2021): "After reviewing this Application, Highway Services find it to have no significant negative impact upon highway safety, network efficiency and /or parking. The Applicant is advised that a licence may be necessary for the positioning of equipment and materials in the highway."
6.1 The principle issues with this application are the potential visual impact upon the street scene and upon the existing property. Potential visual impact upon the street scene and upon the existing property - 6.2 The proposed mural will clearly have a significant impact upon the existing appearance of the existing property, which sits in a prominent location (corner plot) along Parliament Street and Christian Street. However, while the works would be highly noticeable, it is not considered the works have adverse visual impacts and would enhance the street scene, adding additional interest and uniqueness; whilst still retain the traditional elements (cornicing/decorative plaster works, eves detail etc) of the building. Further; in the future should be building be wish to be repainted to a more traditional way (as existing) this can be undertaken. - 6.3 While such works are considered appropriate; other similar works within Conservation Area and certainly to Registered Buildings may be resisted; albeit each application is judged on its own merits. - 6.4 Further murals/artworks are a subjective and what one person may like others may not. - 6.5 Overall; it is considered the induction of a mural on this building is considered acceptable.
7.1 Overall; it is considered the induction of a mural on this building is considered acceptable and therefore comply with General Policy 2 of the IOMSP and therefor the application is recommended for an approval. - 8.0 INTERESTED PERSON STATUS
