General Policy 2 permits development in accordance with land-use zoning and other policies provided it respects the site and surroundings in terms of siting, layout, scale, form, design; does not adversely affect townscape character or amenity; and meets other criteria like highway safety. The officer assessed the mural against this, focusing on visual impact (b, c, g), concluding it enhanced the street scene without adverse effects on townscape character or amenity, while being in a town centre-mixed use area per Ramsey Local Plan.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with Article 26 of the Town and Country Planning (Development Procedure) Order 2019 and to avoid the accumulation of unimplemented planning approvals.
