Officer's Report
The site, defined in red on the plan reference NTQ01 represents the area formerly quarried, between the roadway which leads from Balthane industrial estate to both Turkeyland quarries.
Proposed here is the infilling of the void left behind from the former quarrying activities. The rate of infill is to be 50,000³m per year, taking 14 years to fill completely and a year of restoration.
The planning permission granted for the extraction - 1D0 30698 in 1971, required that the quarrying activity must be accompanied by progressive treatment which could include grading, filling or reclaiming.
The operations proposed will also require a waste disposal licence. However, the views of Phil Styles in the Environmental Protection Unit would be useful in respect of the impact of the waste disposal on watercourses in the area.
The proposal involves filling the void to the top with inert waste. Previously bottomash from the EFWF was proposed but is no longer being pursued due to potential contamination of watercourses. The restored area will be used for agriculture. Traffic movements are said to be no more than past/existing operations have generated although the Department of Transport have expressed concern about the use of Richmond Hill (letter dated 2nd August 2004) although later correspondence (17th August 2004) suggest that they no longer have such concerns.
The only outstanding or unresolved issue relates to ecology. The application states that "The quarry is assessed as of low conservation value. However, Manx National Heritage and the Department of Agriculture, Fisheries and Forestry both comment on the areas of calcareous grassland which is a rare habitat on the Island. Manx National Heritage also mention a protected aquatic plant although this has not been confirmed as present by either the Department of Agriculture, Fisheries and Forestry or Manx National Heritage.

The applicant has responded to the points raised in my letter of 13th September. The pumping presently operates from the site to the shore via an underground pipe. The calcareous grassland is growing on a bund which will be removed and the aftercare and use involves grazing which may not ensure its survival and is outside of the applicant's control. They are not encouraged to introduce fencing due to airport safety. The northwest corner can be graded and grassed although they have not specified when this could occur. They have not said that it could not take place ahead of the infilling.

C 1.
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the infilling of the site as shown in the drawings and information received in the form of the planning statement received on 6th July, 2004.
C 3. Prior to the commencement of infilling the northwest corner of the site must be regraded to a smooth profile and sown with a grass mix suitable to calcareous down.
Note: the advice of the Wildflowers of Mann Project and DAFF is recommended in this respect.
