Officer's Report
The site represents the curtilage of a recreation area on the southern side of the Glen Road - presently used as tennis courts and small kiosk. Planning permission was granted for the revamping of this area under 00/0279 including alterations to the access, resurfacing, lighting and use of the area for more than just tennis - introducing the concept of a multi-use surfaced area.
Now proposed is a more sophisticated scheme involving similar principles and drainage, re-surfacing of the tennis courts at the western end of the site, laying out of a mini tennis court in the middle of the site and creation of all weather pitch at the eastern end. In addition, there is the erection of lighting although no details have been given, a ramp, reatining wall and fencing 3m high to catch tennis balls and a groundsman's hut although no details have been given of this either.
An objection has been received from the occupant of Vannin House on the basis that a bowling green would be preferable and more widely used and that the store should not be approved as it is located on land belonging to him and woul be unneighbourly. There are no details and this should be located further from Vannin House.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the re-surfacing of the existing recreation area, erection of fencing, retaining walls, ramps, new pedestrian access, landscaping and drainage as shown in drawing reference A001 Rev H received on 23rd November, 2004.
C 3. This approval also relates to the erection of lighting in the positions shown in drawing A001 Rev H. However, no lighting may be erected until such times as details of the height and design of the columns and luminaires have been approved by the Planning Authority: such lighting must illuminate only the recreation facilities and not intrude into the amenities of adjacent property.
C 4. There must be no discharge of surface water to the main foul sewer.
C 5. The proposed surface water discahrge to the watercourse must be via a spillway which must be constructed to Drainage Division specifications.
R 6.
No approval is hereby granted to the erection of a groundsman's store as shown in the site plan: no details have been provided of this facility and its location would appear to be unneighbourly in respect of the outlook from "Vannin House".
