The site represents the existing residential dwelling 10 Marine Gardens, Ramsey, which is a part of a row of two storey terraced properties, located on the southern side of Marine Gardens and southwest of Queens Promenade.
The application seeks approval for the enclosure of external rear balcony with the installation of uPVC glazing.
The application site is located within an area identified as Predominantly Residential by the Ramsey Local Plan 1998. The site is not within a Conservation Area. General Policy 2 of the Isle of Man Strategic Plan 2007 states:
"Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:
does not affect adversely the character of the surrounding landscape or townscape;
does not adversely affect the protected wildlife or locally important habitats on the site or adjacent land, including water courses;
The previous planning application is considered relevant to the assessment and determination of this application:-

The Planning Authority has received no privately written representations in relation to this planning application.
The installation of three uPVC windows and a uPVC door to enclose the existing balcony area would not have a significant impact upon the character or quality of the existing property.
Furthermore, given the relatively small nature of the development, the proposal would have no significant impacts upon any neighbouring residential amenity, which have undertaken similar developments.
Overall, it is considered the proposal would comply with General Policy 2 of the Isle of Man Strategic Plan and consequently the application is recommended for an approval.
It should be noted that this report was written on the day of the expiry dated (21.04.11). Therefore should further representations be received on the same day, these comments and the application will be required to be re-considered.
It is considered that the following meet the criteria of Government Circular 1/06 and should be afforded interested party status:
The Department of Transport Highways and Traffic Division is now part of the Department of Infrastructure of which the planning authority is part. As such, the Highways and Traffic Division cannot be afforded party status in this instance.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the enclosure of external rear balcony as proposed in the submitted documents and drawings 2011.PL01 A all received on 24th March 2011.
