GP2 states development in accordance with land-use zoning will normally be permitted if it respects site surroundings in siting, scale, design; does not adversely affect character, amenity, road safety, or public views; and meets other listed criteria. The officer assessed the enclosure as complying fully, given its small scale, rear location, and lack of impact on character or neighbours in a residential terrace.
