The principal issue was the visual impact of the replacement signage on the modern Barclays House building and the surrounding Athol Street/Victoria Street Conservation Area.
General Policy 6
Requires advertisements in towns to be high standard design/materials relating well to the building/site, in keeping without detracting from the area, and not causing highway safety hazards. Officer assessed the proposed acrylic fascia, illuminated blue lettering/logo, and projecting sign as meeting these tests on the modern bank building in a commercial street with existing signage, posing no highway risk.
Environment Policy 35
Permits development in Conservation Areas only if it preserves or enhances character/appearance and protects special features. The signage was found to have neutral impact on the Conservation Area (Victorian shops/offices), not detracting given the modern building's existing neutral/negative contribution and similarity to prior signage.
Time limit
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
