The main issue was the proposal's impact on the Douglas (Athol Street/Victoria Street) Conservation Area, where only development preserving or enhancing character is permitted under Environment Policy…
Environment Policy 35
Policy requires that within Conservation Areas, only development which preserves or enhances the character or appearance of the Area is permitted, protecting special features. The officer assessed the cladding replacement against this, noting the existing modern building does not contribute positively per the Character Appraisal. The light grey granite-effect tiles were found to improve ground floor quality, enhancing the building and area without affecting historical features.
Time limit
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
