Officer's Report
The site represents the curtilage of the co-op store on the corner of Church Hill and New Road in the heart of Laxey. Proposed is the installation of an ATM machine in the front wall.
Laxey Commissioners express concern at the visual impact of such a facility and the impact of litter, obstruction of the pavement.
In response to this there is no pavement on the side of the building where the Commissioners would prefer the facility should be sited, no lighting for security and the internal layout of the shop would not lend itself to installing the facility here.
The facility is a modern one but not unheard of in our Conservation Areas: there are ones on the frontage of banks in Peel and Ramsey's Areas and I feel that there are more advantages to it being located on the front elevation than on the side.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the installation of an ATM machine as shown in drawings LP (04) 041 and RSS (04) 041 both received on 21st June, 2004.
C 3. The facility must include a waste paper facility so that litter from the machine does not detrimentally affect the Conservatieon Area in which the facility is to be located.
N 4. The applicant is recommended to consult the Disability Access Officer in respect of the design and installation of the new facility and its use by disabled persons.
