1.0 THE SITE - 1.1 The application site is University College, Isle of Man, Douglas, university complex located on the north of Homefield Road.
2.1 The proposed work is the Formation of a new corridor from the Technology block to the Art Block at 2nd floor level over the 1st floor corridor.
3.0 PLANNING HISTORY - 3.1 There is no pervious application considered materially relevant to this application.
4.0 PLANNING POLICY - 4.1 In terms of local policy, the site lies within an area designated as Buildings or Land for Civic, Cultural or Other Use (UCM) in the Area Plan for the East. - 4.2 In terms of strategic policy, the Isle of Man Strategic Plan 2016 contains the following policies that are considered materially relevant to the assessment of this current planning application:
4.4 General Policy 2 provides guidance for development where it is in accordance with the land use zoning. Although the proposal is not, bearing in mind the existing residential nature of the use of the land consideration of the criteria in the policy is appropriate. Relevant is that the development:
5.1 Douglas Borough Council has not commented at the time of the report (02/07/2021). - 5.2 DoI Highway Services states there is no highway interest in this application (21/06/2021).
6.1 The key issues to consider are its impact on the character and street scene of the area. - 6.2 The corridor is no visible by the public. Therefore, it is considered that the impact on the character of the area is acceptable.
7.1 This proposal is considered to comply with General Policy 2 of the Strategic Plan. Therefore, it is recommended for approval. - 8.0 INTERESTED PERSON STATUS
