Department of Infrastructure Highways
Conditional No ObjectionThe proposal does not raise significant highway safety or network efficiency issues with pedestrian benefits from the creation of a new footway. Accordingly, we raise no opposition subject to conditions for the layout to accord to Drawing no: 21026-102-B.; Recommendation: DNOC.
Conditions requested: Layout to accord to Drawing no: 21026-102-B; Provision of a footway 2m along the Mooragh Promenade frontage with separate technical approval and Highway Agreements including land dedication; Provision of tactile paving to each side of Premier Road and Mooragh Promenade, including the central reserve; An electric vehicle charging point should be considered for each unit
Ramsey Town Commissioners
ObjectionRamsey Town Commissioners wish to object to this proposal; Whilst the Isle of Man Strategic Plan 2016 takes precedence over the Ramsey Local Plan 1998, the Local Plan is still valid and therefore Policy R/R/P2: Specific Area Development Briefs applies. This states that ‘Dwellings should be of a high standard, and should be designed to acknowledge the architectural style, scale, and massing of adjacent Victorian buildings, particularly on sites which face the Promenade and the harbourside.’; The Commission felt that 5 detached properties were too much for the site and suggested a reduction in number.
DEFA Biodiversity
Conditional No ObjectionThe Ecosystem Policy Team can confirm that we are happy with the method statement for the Translocation of rare clovers from the development site on Mooragh Promenade, Ramsey, to Grand Island POS (as amended May 2021), undertaken by Curragh Environmental Consultancy and Prescott Associates Ltd.; if this application is approved, we request that the implementation of the amended method statement is included as a condition on approval.
Conditions requested: Implementation of the amended method statement for the Translocation of rare clovers (as amended May 2021)
