The site lies on the landward side of the A27 coastal highway running between Glen Maye and Dalby. The cottage on the site is a prominent one and has been boarded up for some time. Proposed here is the rehabitation of the property which poses no problem, indeed the property has been lying vacant for far too long. Also proposed are extensions, a new garage, new access and construction of a store on the other side of the road.
The new access replaces an existing parking bay alongside the house which affords limited space in which to park vehicles and limited visibility for and of emerging drivers and no turning facility. The new access is provided further towards Glen Maye and seems to me to be a safer and preferable option to retaining the existing. The DoT has objected to the application on the grounds that there are inadequate sightlines provided or capable of being provided. Ther is a note however, which suggests that if the PC is minded to approve the application a condition should be attached to require mirrors to be installed and that the access is provided prior to the undertaking of any other work on site.
The extensions are to be undertaken on both sides of the house: that on the southern side utilises an existing single storey annex to provide two bedrooms. On the northern side there is to be a two storey extension with single storey annex to this on the upper level. The composite picture is a pleasant one of traditional proportions and detailing and which retains the existing cottage as the dominant element in the complex. The main house is stone faced and the extensions are to be finished in render which will help retain the cottage as the dominent element.
The Commissioners feel that this extension is too large and not acceptable. I do not agree with this. Also proposed is the demolition and rebuilding of a stone outbuilding on the other side of the road to create garden machinery store. This is a low building and will have a limited impact which is not unacceptable.
All in all the proposal is a good one which reintroduces a residential use to a vacant building. The only concern I have is in repsect of the turnign facility which seems excessive and is eating into the open space to the north of the house. The applicant's agent has no objection to a condition which requires a foreshortening of this.

C 1 . The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2 . This approval relates to the erection of extensions, a new garage, the creation of a new access and rebuilding of the store all as shown in drawing 650.2 and 650.3 received on 14th April, 2004 and 650.4 Rev 1 received on 26th July, 2004.
C 3 . The new access and visibility splays must be completed in accordance with the approved drawings and driver visibility mirrors installed to assist drivers emerging from the site as advised by Department of Transport, prior to the commencement of any other works on site.
C 4 . The turning facility within the site must be reduced in size to the minimum acceptable to Department of Transport in respect of the amount of land required for this to the east of the new access. An
amended plan must be approved by the Planning Committee in this respect prior to the erection of the new garage.
C 5. The land to be used as garden or ancillary to the residential use of the site shall be only that area between the dwelling and the turning head for vehicles entering the site via the new entrance. The remainder of the land on both sides of the road shall be used only as open space or for agricultural purposes.
