The officer recommended approval as the proposal rehabilitates a vacant prominent cottage that has been boarded up too long, reintroducing residential use with no problem posed.
Time limit
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
Approved plans
This approval relates to the erection of extensions, a new garage, the creation of a new access and rebuilding of the store all as shown in drawing 650.2 and 650.3 received on 14th April, 2004 and 650.4 Rev 1 received on 26th July, 2004.
Access and mirrors prior to works
The new access and visibility splays must be completed in accordance with the approved drawings and driver visibility mirrors installed to assist drivers emerging from the site as advised by Department of Transport, prior to the commencement of any other works on site.
Reduced turning facility
The turning facility within the site must be reduced in size to the minimum acceptable to Department of Transport in respect of the amount of land required for this to the east of the new access. An amended plan must be approved by the Planning Committee in this respect prior to the erection of the new garage.
Land use restrictions
The land to be used as garden or ancillary to the residential use of the site shall be only that area between the dwelling and the turning head for vehicles entering the site via the new entrance. The remainder of the land on both sides of the road shall be used only as open space or for agricultural purposes.
Department of Transport Highways objects due to inadequate sight lines but suggests conditions if approved; Patrick Parish Commissioners support renovation but raise concerns over building size and entrance location on a road bend.
Key concern: The site limitations prevent the provision of sight lines that comply with DoT Highways Standards
Department of Transport Highways Division
ObjectionObjection: The site limitations prevent the provision of sight lines that comply with DoT Highways Standards.; If however the Planning Committee is minded to approve the application a condition requiring the creation of the sight lines and access prior to any other work on site, and the provision of mirrors to aid visibility in both directions would assist the interest of road safety.
Conditions requested: a condition requiring the creation of the sight lines and access prior to any other work on site, and the provision of mirrors to aid visibility in both directions
Patrick Parish Commissioners
The Commissioners would wish to see the existing buildings renovated and made habitable.; The size of the proposed building is overly large for its situation.; Careful consideration to be given to the entrance as this is against a bend on a derestricted road.
