Officer's Report
The site lies in the middle and on the south western side of Nursery Avenue. The property is one of fifteen terraced two storey houses most with a projecting bay window at ground floor level and what would have been sliding sashes above. This property has the bay subdivided into three sections, each with a top third and bottom two thirds light (which don't appear to open). The first floor windows are not the original sliding sashes and are top two fifths opening casements in wooden frames.
The prevailing planning circular is presently 1 / 98 which requires that in pre-1920 buildings which have retained their original character must retain or reinstate the original form of glazing. Those which have not may have windows which simply retain the same glazing pattern. In this case, the property has not retained all of its original character as the original sliding sashes in the upper floor have been replaced by casements and I suspect at the same time the bay window had its existing lights installed, replacing smaller panes, as may be seen in the proerty alongside which also retains its original sliding sashes. In general the terrace has not retained all of its character:a number have had permission for replacement windows - 4(00 / 0620), 5(02 / 2346), 13(97 / 0446) and 26(96 / 1409) and numerous others have had new windows installed without permission. The overall character of the area has not been retained in my view and the character which is left is due to the uniformity of the form and general
appearance of the terrace not the precise detailing in each property. In a similar fashion, the new door will not detract from the appearance of the terrace. The door shown at item 7 of 11 would be appropriate for the front.
The requirement for sliding sash as stated by Onchan Commissioners is not appropriate in this case.
