Officer's Report
The site lies in the cul de sac of Larch Hill Grove, off Larch Hill at the bottom of Johnny Watterson's Lane. The cul de sac accommodates 13 dwellings, all semi-detached except the application site which accommodates a detached dwelling.
The property has been recently extended under the provisions of PA 02/0539.
Proposed here is the widening of the driveway towards Larch Hill such that all of the front garden will be hard surfaced. There is already provision for two or three small cars to park in front of the garage and the estate road is capable of accommodating a small amount of on-street parking. The cul de sac is generally well laid out and the modest but well maintained front gardens contribute to the appearance of the estate. There is a large expanse of hard surfacing between numbers 7 & 9 Larch Hill Grove but
the orientation of these properties, particularly number 9 has necessitated the hard surfacing of all of this area in order to fit in the vehicular parking and access to the garages.
The proposal would seem unnecessary and may well be to the detriment of the appearance of the cul de sac, particularly as it is at the start and it would be preferable to see a well maintained garden rather than an expanse of hard surface with or without cars parked on it.

R 1. The hard surfacing of what would be all of the frontage to Larch Hill Grove would have an adverse impact on what is presently a well maintained and attractive garden which marks the start of this cul de sac and would establish an unfortunate precedent which could lead to the loss of all of the green space within this part of the estate. It is accepted that other properties have had significant parts of their front garden hard surfaced in order to provide access and increased off street parking provision, but with the exception of number 9 where the hard surface is necessary to gain access to the parking and garage facilities, at least some part of the front garden area has been retained in the other cases.
