No evidence that even if this site pursued - most scheme would inhibit proper use of site for IRD purposes no objectives. Consensus:- No objective to suggested conditions dot being included. However- point about Consensus: 11- others only to dot. No reason others - included but wording - carefully prepared Clearly- roof potes requiring access - whilst par would not attack - right - wastes may result access certain hires. It is adjacent to 'The Scheillings', Dalby which is currently in the same ownership. ### The Proposal Conversion of the barn to a dwelling. ### The Planning History PA 02/362 - Approval in principle to convert barn to dwelling - Refused at Review. The Committee was not persuaded that the barn was substantially intact and the design was inappropriate. ### Views/Comments 9 Stanley Terrace, Douglas (buyers of 'The Cottage')- Concerned about access, removal of bushes and lowering of the wall would be detrimental. Leaving the gate open would be a problem for Mr Green's animals. Lhoob Dhoo, Dalby - highlights the scenic value of the area. Concern about night pollution. Concern about future infilling. Cronk View, Creg Lea Farm - concerned about the vertical profile of the road onto the highway. It will block access for Mr Green's farming activities and DoT's access to the sewage treatment works. Wildlife Office - No objection Highways - Insists on visibility splay Patrick Comms - Concerned about visibility. Is there sufficient parking? It is not structurally intact. Drainage - OK - Conditions only ### Assessment The barn is rundown and has lost over half of it roof. The walls and gables are however intact and whilst it is located on the seaward side of the properties in the village it is close to the existing buildings which are positioned alongside the highway. Works proposed It is proposed to alter the first 5 metres of the access to 1:20 y using hardcore and a tarmac finish to improve visibility. The bushes on 'The Schiellings' side will be reduced to give a splay of 60m. It is intention to lock the position of the gate open to avoid delay but the farmer who has right of access to his fields via the track has objected to this suggestion. There will be two areas of the elevations which will need to be rebuilt which amount to 26 square metres and a new roof will be required. The lean-to structure on the western elevation will be extended so that the roof will slope downwards from 'eaves level' on the gable. The existing corrugated lean-to garage/shed will be rebuilt in stone and again extend from the equivalent eaves level. Whilst the glazed panel on the roof could be brown plastic, all other windows and doors should be timber framed despite of and because of its exposed position. Compliance with 3/89? 'Renovation of buildings in the countryside' The applicant is relying on a brief survey carried out by Burroughs Stewart which was submitted as part of the previous application which was refused. The applicant has however provided details of which part of the barn needs replacement. The Committee was previously minded to approve an appropriate scheme and the applicant at the time and new owner were encouraged to consider a revised scheme which was more in sympathy with the principles of 3/89. The gable elevations will change and thus the overall proportions will look different from the existing. The objectors are concerned with visual impact but the barn is currently falling into disrepair and has a negative impact at the moment. A renovated barn will be closer to the coast than the other dwellings along the highway but will not be so detached that the barn will look isolated. It is judged that the conversion will not harm the value of this coastal area. In terms of the access issues. It is judged that the additional information submitted indicates that visibility will be available to the south without the removal of any walling.
