Officer's Report
The site represents the curtilage of the former Howstrake Hotel, formerly Molly's Kitchen and latterly "Follies" restaurant and bar situated between Harbour Road, The Kirkway and Marine View Close. The building is situated right at the bottom of the car park, next to numbers 7-10, The Kirkway and 24 and 25, Furman Close.
Proposed here is retrospective approval for the erection of a timber-clad extension on south western side of the building. The new structure measures 2.2 by 2.4 m and tucks under the caves of the main building. It appears to be built in single leaf and finished on the outside with timber boarding. The extension is to be used for changing in conjunction with the cabaret which goes on within the building as an attraction to complement the bar and restaurant use.
Defer for site visit.
I have now been to the site late at night twice: the first time (around midnight) the evening was very still and I could not hear any noise from the application site or anywhere else. The second time the evening was very windy and I could hear no noise from the site but the noise of the wind was considerable.
I have also met with Mr. Marsden who is now also concerned about the noise and fumes from an extractor which is shown on the photographs. I have contacted Jeff Smith, Charlotte Neeson and Doug Stewart about this. 25.03.04
I visited the site today and spoke with Alexandre Bachelier who is responsible for the running of the premises. I looked all around the building and inside and it is quite clear that he has inherited a building which is not suitable for the entertainment business. Many of the windows are single-glazed and some have been boarded over with thin wood. The inside of the changing room is very cold indicating that there is no insulation and this is not suitable for either those inside or outside. I encouraged Mr. Bachelier to prepare an application for the whole building after having had professional advice from a noise consultant and if he has any further proposals for the site he should submit these as well so that the Planning Committee and the neighbours can gain a clear understanding of what is happening. Mr. Bachelier indicated that he would be happy to have the changing room demolished and replaced with a purpose-built one and this is what should happen.

R 1.
The changing room, which has already been erected has no provision for noise insulation contained within inand has been built partially in front of an existing single-glazed window. As such, noise from the cabaret area can escape and cause nuisance to those properties adjacent to the site and as the cabaret tends to take place in the evenings this is particularly inconvenient for those living alongside.
R 2.
As the structure has already been erected and permission has been refused, the structure must be removed within three months of the date of this notice as it becomes final.
If a changing facility is required it must be provided with adequate insulation and the advice of a professional noise consultant is strongly recommended.
