Within an area zoned for Predominantly Shopping on the Local Plan within the North Dairy Conservation Area, the pavilion occupied by the Manx Lopion is Registered. Also within the Douglas 2600 Area, the Douglas Hotel is Registered. 3. Proposed is use of the buildings as a public house and residential hotel, and works to put this into effect. 4. It is pertinent to have regard to previous application 00/1330 (conversion of the Douglas to offices). Parking There is no proposal for parking, either on-site or off-site. The appeal decision in respect of 00/1330 established that any provision should be off-site. If the proposals are judged to result in the successful re-use and restoration of Reg'd fabric and buildings within a C.A., it would be legitimate to waive the usual parking requirements. (a) b) Historic Fabric In considering 00/1330, it was established that the vaulted basement to the Douglas (possibly 17th century) should be preserved, and that the internal staircase should be kept if possible (Building Regs are a problem). As far as I can see from the drawings (a) the vaulted basement would not be disturbed, except perhaps by the construction of the lift pit; and (b) the staircase would be retained and repaired as req'd. Fire Safety Subject to a fire certificate. Recommended for approval by FPO 11. Disabled people No report from DAD. There are some areas of the public house which appear to be inaccessible to wheelchair users. #### Conclusions 12. There will need to be a Douglas 2000 Hearing - I will seek views from the DAD - I will arrange a meeting with the architect to discuss (?), above.
