The existing Ballacottier Farmhouse was not a 'cottage' as described in the refusal notice, but a substantial quarterland farmhouse with its own mill.
The current proposals retain the original section of the house, with extensions and embellishments in line with Policy 8 of Planning Circular 3/91 'Guide to the Design of Residential Development in the Countryside'. The addition of the rendered bay windows has many historical precedents throughout the Island, and the unique situation of this building, having a double aspect, does, we feel, justify the addition of bays to both main elevations.
The extensions provide important accommodation in line with the aspirations and expectations of 21st century living. These extensions are so placed that the views from both aspects of the house remain unhindered, whilst the massing of the original 'core' of the house is still expressed visually. Once again, these are historical precedents for this arrangement on the Island.
To comply with the note of the Planning Refusal Notice, the self-contained accommodation at ground floor has been amended to become a family room, although the ground floor toilet has been retained to comply with the requirements of the Building Regulations.
We would contend that the amended proposals represent a logical and justifiable development of the original farmhouse, and would request that the Planning Committee re-consider its original decision and approve the amended proposals.
