The officer determined that the key issue was the loss of one off-road parking space (from two to one) on a site serving five one-bedroom apartments, in an area of high parking demand near Ramsey town…
General Policy 2
Requires development to respect site/surroundings in siting/layout/scale, not adversely affect character of locality or amenity of residents. Officer found visual impact acceptable but parking loss adversely affected amenity/character of locality via potential on-street parking issues.
Housing Policy 17
For conversions to flats, requires adequate car parking if practical. Officer assessed that two spaces were previously accepted for five flats but further reduction to one without evidence of no harm to on-street parking failed this test.
Transport Policy 7
Requires parking in line with Department standards (Appendix 7), including demonstration that reduced parking won't cause unacceptable on-street issues. Proposal failed as no evidence submitted, and garage width exceeded minimum standards.
Reference made to approval of 20/00530/B and that Planning is satisfied for a reduction to one on-site car parking space given the use by residents of the adjacent car park. Later clarified preference for two spaces retained or garage for residents only.
no objection
Ramsey Town Commissioners have no objection but observe loss of parking; DOI Highways Division do not oppose referencing prior approval; a neighbouring resident objects strongly to loss of parking spaces.
Key concern: loss of parking spaces exacerbating existing shortages
Ramsey Town Commissioners
Conditional No ObjectionWhilst Ramsey Town Commissioners have no objection to this proposal, they wish to submit an observation.; The Commissioners are concerned that this application seeks to remove the paved parking area to the rear of the flats and install a garage which will result in an unnecessary loss of parking.
Department of Infrastructure (DOI) Highways Division
No ObjectionDo not oppose; Reference made to approval of 20/00530/B and that Planning is satisfied for a reduction to one on-site car parking space given the use by residents of the adjacent car park.

ObjectionThis already brings too many cars to an area with no available parking spaces. To then remove the parking in the rear of the building is totally unacceptable.; Why on earth would you build a single car garage in an area which can currently park 3 cars for a building which is essentially being changed into 4 dwellings from one?; It used to be the case that if you build flats, you had to be able to provide parking spaces for all of them.
