Strategic Policy 12
Requires favourable consideration for improving housing stock and creating flats by conversion of redundant boarding houses subject to detailed standards. The officer applied this to the vacant traditional boarding house conversion, finding it improves the quality of existing stock in a predominantly residential area.
General Policy 2
Permits development respecting site/surroundings in siting, scale, design; not adversely affecting character, amenity, or energy use. Assessed no external changes impact streetscene or neighbours after balcony removal; internal layout respects terraced urban character.
Environment Policy 36
Permits development near Conservation Area boundaries only if not detrimentally affecting important views. Site close to Conservation Area but no alterations visible from streetscene, so no impact on views into/out of area.
Housing Policy 17
Permits building conversions to flats in residential areas if providing adequate space, pleasant clear outlook from principal rooms, and parking if possible. Tested principal room outlooks (front bay window to street, rear to lightwell/garden), finding acceptable sizes (40.4m², 43.4m²) and outlooks improved over refused scheme.
Transport Policy 1
Requires new development near public transport routes. Town centre site near bus/rail/stops/shops justifies relaxed on-site parking; bicycle store condition ensures sustainable travel.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with Article 26 of the Town and Country Planning (Development Procedure) Order 2019 and to avoid the accumulation of unimplemented planning approvals.
Bicycle store
The development hereby approved shall not be occupied until a secure and covered bicycle store has been provided in accordance with details which have first been approved in writing by the Department. The secure and covered bicycle store shall be retained and available at all times thereafter. Reason: To promote sustainable travel in the interests of reducing pollution and congestion.
Lightwells construction
Prior to occupation of the flats the lightwells shown on drawing 104 dated 12th May 2020 must be constructed and retained as such thereafter. Reason: In the interests of public amenity.
