Strategic Policy 4
Requires development in remaining villages to maintain existing settlement character and be of appropriate scale to meet local needs for housing, with Area Plans defining boundaries. The site is within Newtown, a listed village, and the proposal is confined to the residential-designated part, maintaining character.

Requires optimising use of previously developed land, efficient site use considering access, landscaping, open space and amenity, and utilising existing infrastructure. The proposal redevelops redundant buildings on brownfield land within residential boundaries with adequate gardens, parking, and improved access.

Locates new development primarily in existing towns/villages or sustainable urban extensions, with countryside development only in exceptional cases. The site is within the residential part of Newtown village, not requiring countryside exceptions.
Environment Policy 7
Prohibits development harming watercourses unless mitigated, requiring identification, risk assessment, pollution measures, phased works, and normally 8m setbacks. Dwellings are at least 11m from the southern ditch (garage 3m from boundary, ditch 4m beyond), with no harm identified.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure)(No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
Visibility splays and access
Prior to the commencement of any building work on site, the visibility splays and access as shown in the submitted drawings must be formed and available for use and thereafter retained with no impediment. Reason: In the interests of highway safety.
Landscaping scheme
Prior to the commencement of work on site, there must be approved by the Department, a landscaping scheme which provides details of the planting shown in drawing reference 2. This must provide the species of shurbs and trees proposed to be planted and also to indicate how the southern boundary of the site will be formed: this must be a planted boundary, not a wall or fence incorporating shrubs and trees in order to soften the visual impact of the new buildings as viewed from the approach from the south. Reason: In order to present an acceptable visual impact.
Landscaping implementation and maintenance
All planting, seeding or turfing comprised in the approved details of landscaping must be carried out in the first planting and seeding seasons following the completion of the development or the occupation of the dwellings, whichever is the sooner. Any trees or plants which within a period of five years from the completion of the development die, are removed, or become seriously damaged or diseased must be replaced in the next planting season with others of a similar size and species. REASON: the landscaping of the site is an integral part of the scheme and must be implemented as approved.
No objection subject to conditions on access width for two-way traffic (including large vehicles), turning area for large vehicles, and visibility splays of 2.4 x 120 metres.
