General Policy 2 from the Isle of Man Strategic Plan (20th June 2007) is relevant. The officer assessed the proposal as compliant overall, recommending approval on planning policy grounds.
Policy 17 (Ramsey Local Plan)
Policy 17 permits conversion of buildings into flats in residential areas if adequate space for clothes-drying, refuse storage, amenity, and if practical car-parking is provided; flats have pleasant clear outlook from principal rooms; and parking is created on-site or via traffic management strategy. The officer found principle acceptable due to residential context; outlook positive to north; internal amenity appropriate; parking reliant on on-street but supported by Highways and reduced bedrooms; refuse storage conditioned due to front garden location for upper flats.
Time limit
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
Approved plans
This approval relates to the conversion of existing dwelling into three apartments as proposed in the submitted documents and drawings SM09/200/1, SM09/200/2 and SM09/200/3, all received on 4th December 2009.
Bin storage scheme
Prior to the commencement of any building operations, there must be submitted to and approved by the Planning Authority a scheme indicating adequate bin storage. It is advised the applicant consults with the Planning Authority prior to any submission.
