The application site comprises the Isle of Man Farmers Ltd site, which is located at the bottom of Richmond Hill in Braddan.
The application seeks advertisement consent for a single two-sided advertisement board for the businesses that operate from the application site.
Whilst the application site has been the subject of previous applications it is considered that none of these are specifically material to the assessment of this current application.
Braddan Parish Commissioners have no objections to the application.
The Department of Transport Highways Division do not oppose the application subject to the signage being set back at least three metres so as not to interfere with visibility sight lines.
The Manx Electricity Authority expresses an interest in the application.
The owner and/or occupant of 33 Ballaquark, which is located in Douglas, express an interest in the planning application. They suggest that car needs to be taken to ensure that the signage is not unduly harmful to visual amenity.
The owners and/or occupants of Glebe Cottage, which is located in Maughold, express an interest in the planning application.
In terms of local plan policy, the application site is part designated as agricultural merchants depot and part designated as wool under the Isle of Man Planning Scheme (Braddan Parish District Local Plan) Order 1991 Plan No. 3.
In terms of strategic plan policy, the Isle of Man Strategic Plan 2007 contains one policy that is considered specifically material to the assessment of this current planning application. General Policy 8 states: "Within rural areas the display of external advertisements will be permitted only where:
The application seeks advertisement consent for a single two-sided advertisement board for the businesses that operate from the application site. It is understood that the proposed signage would incorporate all the existing signage that is currently found at the entrance to the site.
In terms of assessment the relevant policy is General Policy 8 of the Isle of Man Strategic Plan 2007, which sets out criteria where the display of external advertisements will be permitted in rural areas. Given the existing businesses operating from the site it is acceptable under (a) to have signage within this location. Such signage reads against the existing buildings contained within the application site and therefore accords with (b). As the construction is relatively normal and not unduly excessive it complies with (c). The absence of illumination means that (d) and (f) do not apply. The siting can be done in a manner so as not affect highway safety and therefore accord with (e). Given the above the proposal satisfies the relevant policy and is acceptable. It is recommended that the application be approved. It considered appropriate to condition the approval so that the existing signage is effectively moved onto this single signage and to ensure that the signage is set back from the visibility sight lines.
It is considered that the following parties that made representations to the application meet the criteria of Government Circular 1/06 and should be afforded interested party status:

The Manx Electricity Authority; The owner and/or occupant of 33 Ballaquark; and The owners and/or occupants of Glebe Cottage.

The development hereby permitted shall commence before the expiration of four years from the date of this notice.
This approval relates to Plan A, Plan B and Plan C date stamped the 2nd October 2009.
The signage shall be set back at three metres from the highway to ensure that visibility for emerging vehicles is not compromised.
Within one month of the erection of the signage hereby permitted by this approval all existing signage currently displayed at the entrance to the site must either be transferred to the new signage or removed from the site.
