All new retail development (excepting neighbourhood shops and those instances identified in Business Policy 5) sited within the town and village centr
Requires new retail development (except neighbourhood shops and Business Policy 5 instances) in town/village centres on zoned land. The site is outside a town centre in industrial area, so contrary unless Business Policy 5 exception applies; officer found exception met via bulky goods test.
Business Policy 5
On industrial land, permits retailing only if items cannot reasonably be sold in town centre due to size/nature, and sales do not detract from town centre vitality/viability. Carpets/blinds qualified under (a) needing space/height/parking unavailable centrally; no detriment found as specific-need shopping, secured by condition.
Business Policy 10
Permits retail only in town/village centres except neighbourhood shops or Business Policy 5 instances. Site not in centre, so out of policy unless BP5 exception; exception applied successfully due to bulky goods nature.
