Town Centre - Mixed Use Proposal 7
Presumes in favour of comprehensive redevelopment of southern quay side for tourism, offices, food/drink, leisure, function venues, business hubs, residential above ground floor. Officer assessed car wash/valet/car park use as incompatible with listed categories and likely to deter neighbouring compliant development due to site's appearance.
Environment Policy 36
Permits development outside but close to Conservation Area boundary only if not detrimentally affecting important views in/out. Proposal's poor structures and use harm views to/from North Quay Conservation Area opposite site.
General Policy 2
Requires no adverse effect on townscape character (c), locality amenity/character (g). Structures and use fail these due to visual detriment on prominent gateway site.
Strategic Policy 1
Requires optimising use of previously developed land. Car park/car wash use reduces likelihood of brownfield site redevelopment.

Manx Utilities Authority
Conditional No Objectionthe Authority has no objection to the application subject to the following condition/s
Conditions requested: There must be NO discharge of surface water (directly or indirectly) from this proposed development to any foul drainage system(s) so as to comply with the requirements of Manx Utilities and the Sewerage Act 1999.; Any subsequent approval on this planning application does give consent for the discharge of any trade wastes from this development into any public foul sewer. Under Section 17 of the Sewerage Act 1999 the applicant is required to apply to Manx Utilities for a trade effluent discharge license consent before any discharges commence.; Not to commence any works onsite without discussing all drainage requirements with Manx Utilities.
Inland Fisheries
Conditional No ObjectionFisheries do not have a problem if the waters from the car wash flow into the existing drains but there still does not seem to be anything in place to make sure they do not overtop and flow down the road. If Planning are happy that this is unlikely to happen then we do not have any issues.
