McGarrigle \& Jackson 19 Mount Havelock Douglas IM1 2QG In pursuance of powers granted under the above Act and Order the Department of Local Government and the Environment does hereby REFUSE the following application made on behalf of:
Name: Mr \& Mrs Darryl Williams Proposal: Conversion of existing dwelling into four apartments at: $\quad 31$ Hutchinson Square Douglas Isle Of Man IM2 4HW which was considered on 12th January 2010, for the reasons set out below. Reason(S) For Refusal:
- The proposed development would be contrary to General Policy 2 and Housing Policy 17 of the Isle of Man Strategic Plan 2007 by reason that adequate levels of general amenity and personal safety of the future occupiers of flats 2,3 and 4 could not be provided to an acceptable level. This is a result of the access being located to the rear of the building; the rear lane having an uneven surface; with no street lighting; with refuse bins located along the entire rear lane; with no pavement; close proximity of refuse area (to apartment 2) and with the application site approximately 60 m from the nearest public thoroughfare.
This decision was made by the Senior Planning Officer in accordance with the authority delegated to her under Article 3(13) of the Town and Country (Development Procedure) Order 2005.

- The time for requesting an appeal has expired; or
- Any appeal has been determined;
Whichever is the later. Any appeal against this decision must be in writing and must be received by this Department within 21 days of the date of this notice.
