The Site
The site represents the domestic curtilage of an existing dwelling, "Conister", situated on the western side of the A5 Castletown Road as it passes through Newtown.
Planning Status
The site lies within an area of Residential use and within a wider area of an Area of High Landscape or Coastal Value and Scenic Significance on the Isle of Man Planning Scheme (Development Plan) Order 1982.
Planning History
PA 89/1998 - installation of 1140 litre propane gas tank - permitted PA 94/0418 - construction of conservatory - permitted PA 94/1748 - construction of storm porch - permitted PA 97/1821 - alterations and extension to dwelling - permitted on review PA 06/1115 - erection of a replacement conservatory with linked pitched roof over existing kitchen extension to rear elevation - permitted.
Representations
Santon Commissioners do not object to this application. The Department of Transport Highways Division does not object to this application. The Drainage Division does not object but informs that there must be no discharge of surface water to the foul sewer.
The Proposal
This application proposes the removal of an existing conservatory which is 3.2 m by 5 m with a flat roof 3.4 m high and its replacement with a flat roofed extension which is slightly larger - 4.5 m by 6 m and 3 m in height. The extension would represent a continuation of the flat roof of the existing annex behind the proposed extension.
Assessment
The proposed new structure is neater and more attractive than the existing arrangement and has no adverse impact on either the property itself or the amenities of neighbours. Whilst the previously approved extension with its pitched roof would be more aesthetically pleasing, it is not judged that the development now proposed is objectionable given the existing form of the building.
Party Status
Santon Commissioners, the Department of Transport Highways and the Drainage Divisions are statutory consultees and should be afforded party status in this instance.

C 2. This approval relates to the alteration and erection of replacement conservatory, Conister, Main Road, Santon as shown by 311 / 1 / 1,311 / 1 / 2,311 / 1 / 3,311 / 1, EGA-01 and Support Letter all received 30th October 2009.
C 3. There must be no discharge of surface water to the main foul sewer.
