The application site represents 'Eurocars' located off Peel Road, Douglas. The site consists of a garage, showroom and workshops.
The applicant seeks to erect three adverts as follows
1) Sign A - A sign fixed to the front (east) elevation. The sign will display the companies name 'Vauxhall' and its logo. The fascia will measure metres. The logo and company name will measure metres. 2) Sign B - A sign fixed to the Vauxhall Workshop which is located to the north east of the Vauxhall showroom. The sign will be situated 4.298 metres above ground level measuring 1.050m x 1.560 metres. 3) Sign C - Is a freestanding stand situated to the front of the building. The freestanding sign will measure have a width of 1.975 metres and a height of 5.622 metres.
The application site is located within an area identified as 'Light Industrial Use' in the Ramsey Local Plan Order 1998. The Isle of Man Strategic Plan 2007 contains policies which are considered relevant to the determination of the application - General Policy 6 and General Policy 7.
General Policy 6 states the following: "Within our towns and villages, the display of external advertisements will be permitted on the site or building to which they relate provided they: a) are of a high standard of design and materials and relate well to the building and site on which they are displayed; b) are in keeping with and do not detract from the surrounding area; and c) are located so as not to cause a highway safety hazard."
General Policy 7 states the following: "Within our towns and villages, the display of external advertisements on sites or buildings other than those to which they relate will not generally be permitted."
The property has had previous planning applications submitted which are considered to be relevant to this proposal:
06/01213/B - Convert existing store room into motor vehicle showroom - Permitted (22nd August 2006)
07/02013/D - Erection of illuminated and non-illuminated signage - Permitted (10th January 2008) 07/02185/B - Extension to form additional showroom - Permitted (10th January 2008)
The application site is zoned as an area of 'Light Industrial Use' in the Ramsey Local Plan Order 1998. Given the nature of the proposed development it is therefore appropriate to assess the proposal against the policy identified earlier within the report (i.e. General Policy 6 and General Policy 7 of the Isle of Man Strategic Plan 2007).
The signs would be in keeping with the building and would not detract from the surrounding area, as there are signs on the other businesses in the immediate vicinity. As the signs are located on the building and the free standing is kept a fair distance away from the entrance/exit of the site, it is considered that the proposed adverts will not cause a highway hazard. Furthermore, the site being zoned as 'Light Industrial Use' in the Douglas Local Plan 1998 is considered not to adversely affect the amenity of local residents or the character of the locality. The Highway Adviser has raised no objection to the proposed adverts as it will not cause any traffic management, parking or road safety implications.
The following written representations have been received: Douglas Corporation raises no objection to the proposed development. The Highway Adviser has raised no objection to the proposed development.
For these reasons the proposal is considered acceptable and it is recommended that the planning application be permitted.
It is considered that the following parties, who submitted comments, accord with the requirements of Planning Circular 1/06 and are therefore, afforded Interested Party Status:

a) The development hereby permitted shall be commenced before the expiration of four years from the date of this notice.
b) Any advertisements displayed, and any site used for the display of advertisements, shall be maintained in a clean and tidy condition to the reasonable satisfaction of the Department.
c) Any structure or hoarding erected or used principally for the purpose of displaying advertisements shall be maintained in a safe condition.
d) Where an advertisement is required under these Regulations to be removed, the removal shall be carried out to the reasonable satisfaction of the Department.
e) No advertisement is to be displayed without permission of the owner of the site or any other person with an interest in the site entitled to grant permission.
f) No advertisement shall be sited or displayed so as to obscure, or hinder the ready interpretation of any traffic sign, railway or tramway signal or aid to navigation by water or air, or so as to render hazardous the use of any highway, railway, tramway, harbour or aerodrome.
This approval relates to the submitted Drawing Nos. SV515/1 and SV515/2 received on 16th September, 2009.
