The application site represents the curtilage of Ballathona Farm, The Lhen in Andreas which is a relatively large detached property located to the north west of Andreas and north of the A10.
The planning application is seeking approval for the installation of three solar panels to the southern elevation roof of the garage. The three solar panels in total would measure 7500 mm (W) with a depth of 140 mm .
The application site is located within an area of "High Landscape or Coastal Value and Scenic Significance" identified on the Isle of Man Development Plan 1982. In terms of strategic plan policy, the Isle of Man Strategic Plan 2007 contains a policy which is considered specifically material to the assessment of this current planning application - Energy Policy 4 states: "Development involving alternative sources of energy supply, including wind, water and tide power, and the use of solar panels, will be judged against the environmental objectives and policies set out in this Plan. Installations involving wind, water and tide power will require the submission of an EIA". 2 November 2009 09/01555/B Page 1 of 3
The following previous planning applications should be considered in the assessment and determination of this application:
Andreas Parish Commissioners has no objection with the proposed development.
The Department of Transport Highways Division have not commented on the proposal.
The installation of the solar panels would be acceptable due to its siting and design. With the panels being modest in design and with the property located approximately 240m from the A10 and the neighbouring properties to the south, it is considered that this is sufficient distance for the proposal not to be readily viewed from the public thoroughfare. As such, the visual amenities of the locality would be protected, without adversely affecting the neighbouring properties or the surrounding countryside.
It is encouraged in the Isle of Man Strategic Plan 2007 to minimise environmental pollution to air, water and land and with this proposal the best practice to reduce energy consumption is being made.
For these reasons the proposal is considered acceptable and it is recommended that the planning application be permitted.
