The application site represents the curtilage of Arrasey Barn, Arrasey Road, Glen Maye, Patrick. The detached building has been converted from a disused stone barn to a residential dwelling (see planning history below). The building is situated to the west of the road and to the north of Eairy Farm.
The application site is located within an area identified as being of High Landscape or Coastal Value and Scenic Significance by the 1982 Development Order. Within the adopted Isle of Man Strategic Plan 2007, the following policy is considered relevant in the assessment and determination of this application:

The following previous planning applications are considered relevant in the assessment and determination of this application:
PA 99/01588/B sought approval for the conversion of the barn. This was approved 4th February 2000.
PA 05/02066/B sought approval to extend the barn to provide additional living accommodation. This application was refused. Reason 2 of the refusal stated: "The proposed extension will add significantly to the length, bulk and massing of the existing building, creating a very long building which is inappropriate and changes the appearance of the existing structure."
08/00245/B sought approval for the alteration and erection of extensions to the building. This was approved.
Patrick Parish Commissioners have not commented on this application. The Department of Transport Highways Division does not oppose this application.
This application seeks approval for the erection of two single storey flat roof extensions to the western side of the barn. This would provide an entrance porch and an additional bedroom and would supercede the development approved under PA08/00245/B but not built. The roof of the extensions would be turfed and the form would be modern. The porch would be timber and would have a turfed roof.
The proposed extensions would be relatively modest in terms of scale and the combination of a flat turfed roof would act to minimise the impact of the extensions. The development would be generally confined to the western elevation of the building and as such views from the highway would be limited.
Housing Policy 11 of the Isle of Man Strategic Plan 2007 Plan makes provision for subordinate extensions to converted rural buildings where these do not affect adversely the character or interest of the building. However the policy also states that the further extension of converted rural buildings will not usually be permitted, since this would lead to loss or reduction of the original interest and character. It is judged that, as the extensions would not alter the height or outline form of the original barns, would be subordinate in scale and have been designed so as to be a modern contrast to the original barn, the extensions would be acceptable. This view is based on the design and location of the extensions and the fact that the site is relatively remote. It should be made clear that
it is highly unlikely that any further extensions to this property would be supported by the Planning Authority.

It is considered that the following parties, who submitted comments, accord with the requirements of Planning Circular 1/06 and are therefore, afforded Interested Party Status:

N 1. In accordance with the provisions of Housing Policy 11 of the Isle of Man Strategic Plan 2007, it should be noted that planning approval for further extensions to this converted rural building is unlikely since this would lead to loss or reduction of the original interest and character of the building.
