Assessment
The application is proposing to create a additional parking to alleviate the parking situation within the site. The grassed area can be viewed from the public highway; however, it is considered the grassed area does not contribute significantly to the visual amenities of the streetscene. The creation of parking area would utilise the available space within the site without adversely affecting the visual amenities of the locality. I therefore recommend that planning permission be granted subject to conditions.
