General Policy 2
General Policy 2 permits development in accordance with land-use zoning if it respects the site and surroundings in terms of siting, layout, scale, form, design; does not adversely affect townscape character or residential amenity; and meets other listed criteria including road safety and services. The officer assessed the window replacement against this policy, finding the casement windows would blend with the locality, improve uniformity, and not harm townscape or amenity, especially as the site is outside the conservation area.
