Officer’s Report

1.0 THE APPLICATION SITE - 1.1 The application site is the curtilage of Isle of Man Bank, Altholl Street, Peel. It is within the Conservation Area. - 1.2 The surrounding area is characterised by predominantly retail units with a mix of shop fronts and signage boards with a number of shops having illuminated sign boards.

2.0 THE PROPOSAL - 2.1 The proposal is for advertisement consent for two new illuminated ATM sign surrounds, in conjunction with the proposed is the installation of replacement the two ATMs with integral signage which is being considered under PA 15/787. - 2.2 The proposed ATM is very similar in design to the existing. The proposed ATM is slightly smaller than the existing however it will be slightly lower to allow easier access for wheelchair users. The integral signage remains the same as the existing in size and the content is being changed to say 'CASH'. - 2.3 The proposed illuminated signage, the subject of 15/00790 are 2 x 5mm clear acrylic panels screen printed to rear with translucent 'Isle of Man Bank logo, internally illuminated by white LEDs to the illuminated logo only. They are 1400mm high by 1000mm wide.

3.0 PLANNING HISTORY - 3.1 The application site has been the subject of several previous planning applications, none of which are considered materially relevant to the assessment of this current planning application given the nature of the proposal.

4.0 PLANNING POLICY - 4.1 The application site is located within an area identified as being Mixed Use by the Peel Local Plan; the site is also within the Peel Conservation Area.

4.2 Due to the site identified being within a mixed use and due to the proposal the following policy is relevant in the determination of the application:- - 4.3 The application site is also in the Douglas Promenades Conservation Area. Given the nature of the application it is appropriate to consider Environment Policy 37 of the Isle of Man Strategic Plan (20th June 2007. The policy states that:"As a general policy, advertisements within Conservation Areas will be permitted only if:

• i) The proposal preserves or enhances the Conservation Area;
• ii) The signage is in a style appropriate to the character of the area;
• iii) Traditional materials and finishes are used and glossy and highly reflective materials are excluded from proposals; and
• iv) Internally illuminated box fascia and projecting box signs are excluded from the proposals."

4.4 General Policy 6 relates to the erection of advertisements. The policy states:"Within our towns and villages, the display of external advertisements will be permitted on the site or building to which they relate provided they:

• (a) Are of a high standard of design and materials and relate well to the building and site on which they are to be displayed;
• (b) Are in keeping with and do not detract from the surrounding area; and
• (c) Are located so as not to cause a highway safety hazard."

5.0 REPRESENTATIONS - 5.1 There were no representations at the time of writing.

6.0 ASSESSMENT - 6.1 The main issues to consider in the assessment of this application are the impact of the installation of advertising surrounds on the appearance of the building and street scene. - 6.2 The proposed signage is considered to be of a high standard of design and use of materials. - 6.3 There are a number of signs and advertisements on or in the vicinity of the Sea Terminal building; it is considered that the addition of these signs would not detract from the surrounding area not would they cause a highway safety hazard. - 6.4 With the use of high quality materials and a high standard of design it is considered that the proposed development would not have a harmful impact on the character and appearance of the Conservation Area or the locality in general. - 6.5 As a result, it is concluded that the planning application does not conflict with General Policy 6 or Environment Policy 37 of the Isle of Man Strategic Plan 2007.

7.0 Recommendation - 7.1 It is recommended that the application be approved.

8.0 PARTY STATUS - 8.1 By virtue of the Town and Country Planning (Control of Advertisements) Regulations 2013, the following persons are automatically interested persons:

• (a) The applicant, or if there is one, the applicant's agent;
• (b) The owner and the occupier of any land that is the subject of the application or any other person in whose interest the land becomes vested;

• (c) Persons to whom notice has been given under regulation 10(3)(a)(i)
• (d) Any Government Department that has made written submissions relating to planning considerations with respect to the application that the Department considers material;
• (e) The Highways Division of the Department;
• (f) The Ports Division of the Department;
• (g) The operator of the railway or tramway; and
• (h) The local authority in whose district the land the subject of the application is situated.

• C 1. The advertisement(s) hereby granted consent shall be begun before the expiration of four years from the date of this notice. Reason: To avoid the accumulation of unimplemented advertisement consents.
• C 2. The signs hereby granted consent shall not be lit by an intermittent source. Reason: In the interests of amenity.

This approval relates to Drawings D0572-842-062 Rev A, D0572-842-063 Rev A, D0572-842064 Rev A and ATM Technical Details all date stamped as received on 15th July 2015.
