Officer's Report
The application site is seeking Registered Building consent to make alterations to the existing staircase within the Council Chamber. The applicants have amended the application in light of comments from the Conservation Area. The Conservation Officer is content with the application. It should be noted that the amendment to the application overcome the concerns of the Isle of Man Victorian Society regarding the handrail.
I therefore recommend that Registered Building Consent be granted subject to conditions.
Party Status
The Department of Transport, Manx National Heritage and the local authority are, by virtue of The Registered Building Regulations 2005, paragraph 8 (5) (c), (d) and (e), considered "interested persons" and as such should be afforded party status.
The Isle of Man Victorian Society do not sufficient interest in the site and therefore should not be afforded party status in this instance.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This consent relates to internal alteration to fittings and the escape staircase as shown in drawing numbers P01, P02 and photographs date stamped 23rd September 2008, P03 Rev A date stamped 3rd February 2009. and
I confirm that this decision accords with Government Circular No 56/08 (Delegation of Functions to the Acting Senior Planning Officer), GC 55/08 for Advertisements and 69/08 for Registered Buildings.
