The officer assessed the proposal against Business Policies 5 and 10 of the Isle of Man Strategic Plan 2007, which generally restrict retailing on industrial land to town centres except for bulky good…
General Policy 2
General policy for development plan compliance. Officer confirmed proposal meets Strategic Plan policies overall. Tested against industrial zoning restrictions.
Business Policy 5
Restricts retailing on industrial land except where goods cannot be sold from town centre due to size/nature (para a) AND no detriment to town centre vitality/viability. Officer found para (a) met as graded bulky electricals require vehicle access/large space/inspection not feasible in pedestrian-focused Douglas; small scale/niche ensured no viability harm. Conditions enforce restriction.
Business Policy 10
Retail only in town centres except per BUS5/neighbourhood shops. Exception via BUS5 justified out-of-centre location.
Approved plans
This permission relates to the change of use from storage/light industrial to storage and display for sale of graded bulky electrical goods as shown in drawing numbers SG3: Location Plan, SG2, SG4, SG001 date stamped 13th February 2009.
Use restriction
The premises shall be used only for the sale and storage of graded bulky electrical goods and for no other purpose (including any other purpose within Class 1, Schedule 4 of the Town and Country Planning (Permitted Development) Order 2005, or in any provision equivalent to that Class in any statutory document revoking and re-enacting that Order with or without modification. Definitions: For the avoidance of doubt, "graded" means damaged, ex-demonstration, returned goods, seconds, shop soiled and reconditioned goods. The definition of a bulky good is a product that by reason of its size and/or weight requires a large display area and cannot be readily transported by means of public transport.
No objection
