Environment Policy 2
Protects Areas of High Landscape Value (AHLV); development ok if no harm to character/quality or location essential. Officer found relocation hides barn from A30 views, no harm, slight positive impact.
Environment Policy 3
Prohibits unacceptable woodland loss with amenity/conservation value. DAFF confirmed trees poor quality, not visible publicly, no adverse effect; Beech replanting mitigates and improves diversity.
Environment Policy 15
Ag buildings must meet need outweighing countryside policy, sited near groups, sympathetic scale/siting/form, no adverse residential impact. Relocation clusters with outbuildings, sympathetic, separates from dwelling despite limited need.
Time limit
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
Approved plans
This approval relates to the relocation of an existing agricultural building, construction of an access road and removal and planting of replacement trees, Ballacosnahan Farm, Patrick Road, Patrick as shown by the plans 1234-01 and 1234-02 received 18th February 2009.
No new building; landscaping scheme
For the avoidance of doubt, this permission is for the relocation of the agricultural building and not for the erection of a new or additional building. Following its relocation the former site shall be landscaped in accordance with a scheme to be first submitted to and approved in writing by the Planning Authority.
Landscaping implementation and maintenance
All planting, seeding or turfing comprised in the submitted details of landscaping must be carried out in the first planting and seeding seasons following the completion of the development. Any trees or plants which within a period of five years from the completion of the development die, are removed, or become seriously damaged or diseased must be replaced in the next planting season with others of a similar size and species.
Agricultural use only
The relocated building may be used only for agricultural purposes.
Do not oppose
Removal of trees will not adversely affect character; trees poor quality; Beech replanting enriches species; rapid growth expected
Active leased farm (180 acres grassland, 30 suckler cows, 180 ewes); building for hay/machinery; relocation improves separation from residence; limited agricultural attractions but site visited
All consultees either had no objection or no comment on the agricultural building relocation and associated works at Ballacosnahan Farm.
Key concern: limited agricultural attractions to the proposed relocation
DAFF Agricultural Advisor
No CommentOn the basis of these comments, there are limited agricultural attractions to the proposed relocation of the existing agricultural building and construction of access road.; The shed is to be relocated to a currently low lying area that appears to flood during excessive rainfall. The proposed access drive and the relocated building are to be built upon brought in hard core.
Tree Officer
SupportThe site in question has a high density of tree cover and I believe that the removal of these trees will not adversely affect the character of the area.; All the trees which the applicant proposes to be removed are not particularly good specimens, the Ash has damage to the base, the Sycamore has multi and co-dominant stems and there are one or two trees partially blown over.; If half-standard trees (1.8m) were to be planted I would expect them to be at least 3m tall after year 5 and at least 8m tall after year 10.
