GP2 permits development in line with zoning if it respects the site/surroundings in scale/form/siting, does not adversely affect neighbour amenity (g), and meets other tests like highways and visual impact. The officer found the proposal acceptable visually and for highways but failed GP2(g) due to overbearing impact, loss of light and overshadowing on No.15 from boundary siting, 4.5m projection along boundary and scale. Paragraph 8.12.1 presumes in favour of extensions without adverse impact on adjacent property; this was interpreted as unmet due to 'demonstrable harm'.
