Housing Policy 12
Permits replacement of existing countryside dwellings unless abandoned or of architectural/historic interest capable of renovation. Existing bungalow is occupied, well-maintained, but lacks merit; no abandonment evidence, so principle accepted.
Housing Policy 14
Requires replacements generally on footprint with <50% floor increase, traditional design per Planning Circular 3/91, but exceptions for larger if replacing poor form with traditional or less visual impact via design/siting. Size increase (317%) justified by resiting reducing highway prominence and superior contemporary design (barn forms, materials) over bland existing, plus environmental gains; not traditional so relies on visual impact test, assessed acceptable.
General Policy 3
Restricts development outside zoned areas except replacements per HP12-14. Proposal qualifies as rural dwelling replacement.
Environment Policy 2
Protects Areas of High Landscape Value; development ok if no harm to character. Design, siting, and landscaping ensure no harm, with improvement over existing.
Policy L/OSNC/PR/1
Presumption against development in open space areas. Replacement dwelling exceptionally permitted under strategic housing policies.
Residential Policy 1 of Laxey and Lonan Area Plan Order 2005
Residential generally limited to zoned areas. Site unzoned but replacement allowed via HP14.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice.
Demolition of existing dwelling
Within 2 months of the occupation of the replacement dwelling, the existing dwelling must be demolished. Thereafter the land on which the existing dwelling previously stood shall be landscaped to form part of the garden of the overall development.
No extensions or alterations
Notwithstanding the provisions of the Town and Country Planning (Permitted Development) Order 2012 (or any Order revoking and/or re-enacting that Order with or without modification) no extension, enlargement or other alteration of the dwellings hereby approved, other than that expressly authorised by this approval, shall be carried out, without the prior written approval of the Department.
Energy Statement
Prior to the commencement of development on the site, an Energy Statement shall be submitted to and approved in writing by the Department. The Statement shall include but not be limited to energy efficiency, insulation and technologies that will be installed within the application site in order to offset the environmental impact of the new dwelling. Before the dwelling is occupied, the approved measures shall be implemented and brought into operation in accordance with the approved scheme and thereafter retained.
Window details
Details of the windows, to include specific reference to the consideration of non-reflective glass in the south-facing elevation, shall be submitted to and approved in writing by the Department prior to the commencement of works. The windows shall be installed in accordance with the approved details and shall thereafter be retained as such.

Lonan Parish Commissioners do not object to the principle of replacing the existing dwelling but recommend refusal due to the proposed building being too large and having an adverse visual impact on the locality.
Key concern: The Building is too large for the area into which it is set and is likely to have an adverse visual impact on the locality
Lonan Parish Commissioners
