Officer’s Report
1.0 THE APPLICATION SITE
1.1 The application site is the Reception Cottage for the Groudle Glen holiday cottages. It is a bungalow much in the style of the other buildings in the area, but is unusual in that it has a phone box sat within the grass to the building's frontage. It sits on Groudle Old Road and on a junction with a lane providing access to 13 of the holiday cottages.
2.0 THE PROPOSAL
2.1 Advertisement Consent is sought for the erection of a pair of flagpoles on the grassed area to the front of the property. One would display the Manx Flag, the other the four- coloured logo and name of the company - "Groudle Glen Cottages" - in black writing, all on a white background.
2.2 The flagpoles would both be 4m in height, while the flags would each measure 1.8m in length by 1.1m in height.
2.3 The application has been supplemented with helpful photomontages showing a 'before' and 'after' view of the site as existing and proposed.
3.0 PLANNING HISTORY
3.1 The site and its environs have been the subject of a number of planning applications - the initial approval for the tourist units' construction being issued in 1992 - relating to alterations, extensions and the like, but none of these are considered to be of material relevance to the determination of this application for advertisement consent.
4.0 THE DEVELOPMENT PLAN
4.1 In terms of local plan policy, the application site lies within an area zoned as Tourism under the Onchan Local Plan 2000 (Map No. 1). There is one policy within the written statement (Planning Circular 1/2000) that accompanies the Onchan Local Plan that is perhaps slightly relevant to the assessment of this planning application.

4.2 Policy O/TRT/P/4 states: "The Department will not oppose proposals for the improvement of facilities associated with either The Groudle Glen or Manx Electric Railways where these are appropriate in size, scale and appearance to their location and purpose."
4.3 In terms of strategic plan policy, the Isle of Man Strategic Plan 2007 contains one policy that is considered specifically relevant to the assessment of this current planning application. General Policy 8 reads in full as follows: "Within rural areas the display of external advertisements will be permitted only where:
(a) they are located on or directly next to the premises to which they relate; (b) they do not detract from the appearance of either the immediate area or the landscape; (c) they are normally constructed of traditional materials unless the nature of the display or location would render such materials inappropriate; (d) any illumination, which will be permitted only where it is essential, is kept to a minimum and is so hooded as to prevent undesirable escape of light; (e) they are located so as not to cause a highway safety hazard; and (f) any illumination will not have an adverse effect on areas of ecological value."
5.0 REPRESENTATIONS
5.1 Onchan Commissioners have no objection (received on 04.02.2015).
6.0 ASSESSMENT
6.1 The flagpoles and the flags they would contain would be prominent within the streetscene, and from a public highway, but would not be readily visible from the A2 coast road. As such, it is considered that their purpose is as much to identify to visitors the location of the main Reception Cottage rather than advertise the entirety of the site itself, and in this purpose they are successful.
6.2 While they would be prominent they would not be obtrusive, and the colours and sizes are considered unlikely to have any noticeable impact on the amenity of tourists staying on the site. The flagpoles would be viewed against the backdrop of the building, while the flags themselves would sit above the roofline. As views beyond are, due to the sloping away of the land here, primarily of the sky rather than the attractive countryside of the area, it is concluded that the addition of these advertisements would not detract from the appearance of either the immediate area or the landscape.
7.0 RECOMMENDATION
7.1 It is therefore concluded that the proposal accords with the applicable parts of General Policy 8 of the Strategic Plan, is supported by the thrust of Policy O/TRT/P/4 of the Onchan Local Plan, and it is consequently concluded that Advertisement Consent should be issued.
8.0 INTERESTED PERSON STATUS
8.1 In line with regulation 9(5) of the Control of Advert Regulations 2005, the following Persons are considered to have sufficient interest in the subject matter of the application to take part in any subsequent proceedings relating to the application: the applicant or, if there is one, the applicant's agent; the owner and occupier of the land the subject of the application; Highway Services, and the Local Authority in whose district the land the subject of the application sits.
