PLANNING OFFICER REPORT AND RECOMMENDATIONS 14/00125/B Mr Ian & Mrs Lynn Chambers Installation of a replacement front door 17 Market Street Application No.: Applicant: Proposal : Site Address: Peel Isle Of Man IMS lAD Miss Melissa McKnight Case Officer: Photo Taken : Site Visit: Expected Decision Level: Officer Delegation Officer's Report 1.0 THE APPLICATION SITE The application site is the curtilage of 17 Market Street, a two storey mid terraced cottage located on the western side of Market Street in Peel. Immediately to the north east of the application site is the Grace Baptist Church. 1.1 The application site dwelling has timber framed sliding sash windows to the front elevation and also comprises gable end chimney stacks which are a common feature of traditional Manx cottages. The dwelling is finished in a painted render and has a pitched roof finished with concrete tiles. 1.2 2.0 THE PROPOSAL This current planning application seeks approval for the installation of a replacement door. The proposed door would be a reclaimed timber door with dimpled leaded glass to the upper section. The existing door is timber and has an arched glazing pattern of separate square panes to the upper half of the door. The proposed replacement door would be painted to match the existing windows on the front elevation. 2.1 3.0 PLANNING HISTORY 3.1 The application site has not been the subject of any previous planning applicabons. 4.0 PLANNING POLICY In terms of local plan policy, the application site lies within an area zoned as Mixed Use under the Peel Local Plan 1989. The application site also lies within the Peel Conservation Area. Planning Circular 6/89, the written statement that accompanies the Local Plan, contains two paragraphs that are considered specifically relevant to the assessment of this current planning application: 4.1 Paragraph 9.15 states: "The character of the Conservation Area should be encouraged by positive schemes of action which will apply to areas and individual buildings and include the historic pattern of streets and spaces." Paragraph 9.16 states; "Particular attention will be paid to the alteration or extension of a building within the Conservation Area which must be carried out in a manner sympathetic to the existing building and its setting." i In terms of strategic plan policy, the Isle of Man Strategic Plan 2007 contains two policies that are considered relevant to the assessment of this current planning application: 4.2 "General Policy 2: Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development: is in accordance with the design brief in the Area Plan where there is such a brief; respects the site and surroundings in terms of the siting, layout, scale, form, design and landscaping of buildings and the spaces around them; does not affect adversely the character of the surrounding landscape or townscape; does not adversely affect the protected wildlife or locally important habitats on the site or adjacent land, including water courses; does not affect adversely public views of the sea; incorporates where possible existing topography and landscape features, particularly trees and sod banks; does not affect adversely the amenity of local residents or the character of the locality; provides satisfactory amenity standards in itself, including where appropriate safe and convenient access for all highway users, together with adequate parking, servicing and manoeuvring space; does not have an unacceptable effect on road safety or traffic flows on the local highways; can be provided with all necessary services; does not prejudice the use or development of adjoining land in accordance with the appropriate Area Plan; is not on contaminated land or subject to unreasonable risk of erosion or flooding; takes account of community and personal safety and security in ttie design of buildings and the spaces around them; and is designed having due regard to best practice in reducing energy consumption." (a) (b) (c) (d) (e) (f) (g) (h) (i) 0) (k) (I) (m) (n) "Environment Policy 35: Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development." 5.0 REPRESENTATIONS 5.1 Peel Town Commissioners have no objection to the current planning application 6.0 ASSESSMENT As the site is within a Conservation Area Environment Policy 35 Is relevant for consideration, This policy states that development will only be permitted which would preserve or enhance the character or appearance of the Area. 6.1 There is a mix of doors along Market Street, the majority having glazing to the upper section. The proposed replacement door is not considered to detract from the appearance of the main dwelling and is judged to preserve the character and appearance of the Peel Conservation Area. 6.2 6.3 The Conservation Officer, who has viewed the plans, is content with the proposal. 14/O0125/B Page 2 of 4 6 March 2014

7.0 RECOMMENDATION Overall, it is concluded that the planning application accords with Paragraph 9.15 and 9.16 of Planning Circular 6/89 and General Policy 2 and Environment Policy 35 of the Isle of Man Strategic Plan 2007 and is therefore recommended for approval. 7.1 8.0 PARTY STATUS The local authority, Peel Town Commissioners, is by virtue of the Town and Country Planning (Development Procedure) (No. 2) Order 2013, paragraph 6 (4')(e), considered"^ "interested persons" and as such should be afforded party status. 8.1 The Highway Authority is granted interested party status under the Town and Country Planning (Development Procedure) (No. 2) Order 2013 paragraph 6 (4)(d). 8.2 Recommendation Recommended Decision: Permitted Date of Recommendation: 06.03.2014 Conditions and Notes for Approvai / Reasons and Notes for Refusai C : Conditions for approval N : Notes attached to conditions R : Reasons for refusal O : Notes attached to refusals C 1.
