Additional information to support the planning application for a lychgate entrance to The Cathedral Isle of Man, Derby Road, Peel
Current planning approvals and applications relevant to this proposal are:-
An application was recently submitted for the lychgate, but was withdrawn pending co-ordination with proposals for the regeneration of Derby Road as prepared by others.
This revised application is for modifications to the approved pedestrian access off Derby Road to provide a lychgate structure. A separate design brochure, prepared by Broadbent Studio, accompanies this application which details the design philosophy for the lychgate.
The lychgate will incorporate facilities for a new bus shelter that replaces the existing shelter on Derby Road. The design proposals have been discussed with the Peel Regeneration Committee and supports the upgrading works proposed for Derby Road which is subject to a separate planning application submitted by others.
The application for the lychgate also incorporates a new stepped and ramped access to Corrin Hall to provide a formal procession up to the car park, the hall and Cathedral.
The approved car park has also been modified slightly so that it will gently grade down towards the new pedestrian access. At present the existing levels are higher than the pavement level and so parked cars would be clearly visible along Derby Road and detract from the design of the lychgate. Lowering the levels by approximately 400mm next to the lychgate, and the addition of screen planting, will reduce the visual impact of the parked cars on the lychgate and streetscape.
In forming the car park, 4no. small trees (Whitebeam & Flowering Cherry) will be removed. These are to be replaced with 18no. evergreen oak trees (Quercus Ilex) along the full length of the Derby Road boundary.
Overall the proposal provides an uncluttered and dramatic entrance to the Cathedral grounds and acts as a focal point to this civic area.
The scheme has been discussed with the Conservation Officer and Planning Officer during the early conceptual design stage up to the current planning application.
This resubmitted scheme has been discussed with the Peel Regeneration Committee to ensure that it co-ordinates with the proposed upgrading works for Derby Road. Although the two proposals are intended to form a unified design and a greater sense of civic space to the Cathedral entrance, neither scheme is dependent on the other. Should either of the schemes not be able to progress then the other could still proceed as a stand alone development without any detrimental consequences.
The revised scheme has been sent to the Highways Division for comment. Their concerns raised over the original planning application have now been addressed and additional information provided on the drawings with regard to the provision of disabled access to the Cathedral site.
The removal of the 4no. small trees along Derby Road, and the replacement with 18no. evergreen oaks, has been discussed and agreed with the Forestry Division.
Design considerations have been made to maintain a sense of safety and security for the general public and bus users.
The lychgate will provide sheltered seating for people waiting for the buses. The new shelters have been set back from the roadside to allow people to wait and gather without obstructing the main pavement, and the opening in the boundary wall has been widened to provide clear visibility for the benefit of bus users and passing pedestrians.
The bus and tourist information shelters are fully glazed to the front and have high level windows along the rear wall to provide good levels of natural light and visibility during the day. At night the shelters will be well illuminated internally with concealed lighting along the top of the rear wall. The main lychgate will also be lit at night with 4no. uplighters within the pavement to illuminate the underside of the roof structure.
The shelters are designed to be open and accessed from the widened pavement area and from within the lychgate structure. To deter access to the flat roofs, the ground to the rear and sides of the shelters has been lowered.
The open design and location of the lychgate along a well used main road, and its close proximity to the Town Hall and Police Station, will provide users of the shelters and Cathedral entrance with a sense of safety and security.
