The main issue was the potential impact on visual amenities of the street scene, Conservation Area, and setting of the nearby Registered Building (RB 204).
General Policy 2
Requires development in zoned areas to respect site/surroundings in siting, scale, design; not adversely affect townscape, amenity, highways, etc. Officer assessed the Lychgate as complying overall, with high-quality design enhancing street scene and access while set back to retain open space.
Environment Policy 32
Prohibits extensions/alterations detrimentally affecting character of Registered Building. Though outside curtilage, officer found no detriment to RB 204 setting; design complements it and draws visitors.

Permits only development preserving/enhancing Conservation Area character. Officer concluded it 'would enhance the Conservation Area' due to prominent, attractive design relating to Peel's history.
Time limit
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
Approved plans
The development hereby permitted shall not be carried out except in full accordance with the submitted documents and the following plans 0804F/01, 04F/02A, 0804F/03A, 0804F/04A, 0804F/05A, 0804F/06A and 0804F/07A all received on 20th December 2013.
Landscaping and planting
All planting shall be carried out in accordance with the approved details in the first planting and seeding seasons following the completion of the Lychgate. Any tree or shrub which within 5 years from the completion of the development dies, is removed or becomes seriously damaged or diseased shall be replaced in the next planting season with another of similar size and species unless the Planning Authority gives written consent to any variation.
Materials approval
Prior to the commencement of any building operations, there must be submitted to and approved by the Planning Authority a sample of the external finishes of the building/walling/hard surfacing. These approved samples are required to be implemented in accordance with this approval.
