The main issue was the impact of removing the central rear chimney on the character and appearance of the Kirk Michael Conservation Area.
General Policy 2
GP2 permits development in accordance with land-use zoning if it does not adversely affect the character of the surrounding townscape. The site is zoned 'Bank' in the Kirk Michael Local Plan; the minor chimney removal was assessed as compliant with no adverse townscape impact due to limited visibility.
Environment Policy 35
ENV35 requires development in Conservation Areas to preserve or enhance character and protect special features. The officer tested the rear chimney removal against this, finding it acceptable as it is barely visible publicly, screened by retained chimneys, and removal would not harm but arguably improve appearance; Conservation Officer agreed.
Time limit
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
Approved plans
The development hereby permitted shall not be carried out except in full accordance with the submitted documents and the following plans KMB1 and KMB2 all received on 20th September 2013.
