1.1 The site is the curtilage of an existing retail unit on the eastern side of Strand Street which currently accommodates Monsoon - a ladies and children's clothing and accessories shop. River Island clothing store sits to the south and a gadget shop to the north, on the corner of Strand Street and Granville Street.
1.2 The property has two floors of retail floorspace with a large pitched roof on top. The property currently has first floor windows with no signage or decoration on them and large ground floor windows which stretch from floor to ceiling. The brand name is included in the glass in the front windows and a large signboard with the brand name separates the ground and first floors on the front elevation. There is a projecting sign at the southern end which is internally illuminated.
2.1 Proposed is the replacement of the signage between ground and first floors with a sign which includes the brand name of "Monsoon" and also "Accessorize" - a part of the operation which specialises in accessories which complement the main clothing brand. Also proposed is a projecting sign with "Monsoon" on one side and "Accessorize" on the other. The flat fascia sign will be 820mm high, 9018mm long in total and the lettering will be internally illuminated. The projecting sign will be 900mm in projection and 500mm tall, included within the limits of the fascia sign and again with the lettering internally illuminated. This will be 2.6m above the street.
3.1 The site lies within an area designated on the Douglas Local Plan of 1999 as Predominantly Shopping.
3.2 As such, the following policies are considered applicable in this case:
"Within our towns and villages, the display of external advertisements will be permitted on the site or building to which they relate provided they:
a) are of a high standard of design and material and relate well to the building and site on which they are to be displayed; b) are in keeping with and do not detract from the surrounding area; and c) are located so as to not cause a highway safety hazard" (General Policy 6).
General Policy 7 states: "Within our towns and villages, the display of external advertisements on sites or buildings other than those to which they relate will not generally be permitted".
4.1Planning permission has been granted for various alterations to the building, including previous applications for signage including illuminated signs - PAs 04/00264 and 05/00200.
5.1 Highways Division indicate that they do not oppose the application
6.1 The signage will not be dissimilar in appearance and impact from the existing, other than the addition of another word/brand. The size of signage, its means of illumination and impact will be broadly the same. As such, it is considered that the proposal will not have any significant impact on the streetscene and is recommended for approval.
7.1 Douglas Borough Council are afforded party status under paragraph 6.5 (d) of the Town and Country Planning (Development Procedure) Order 2005. 7.2 Highways Division is part of the Department of Infrastructure of which the planning division is part and as such should not be afforded party status in this case.

Recommendation:
C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the installation of signage as shown in drawings 5536Doug(M)002.1, BDC-DOUGLAS(D)-SS1 , BDC-DOUGLAS(D)-SSD-L003 and BDC-DOUGLAS(D)-SSD-L004 all received on 10th October, 2013 and the development must be undertaken in accordance with these drawings.
C 3. No illumination of the signage may be from an intermittent source.
I confirm that this decision accords with the appropriate Government Circular delegating functions to Director of Planning and Building Control / Development Control Manager/ Senior Planning Officer.
