The area marked in red on the site and location plans represents Hanley's Corner, part of Diamond House on the corner of Demesne Road and Westmoreland Road in Douglas.
Diamond House is a large two storey warehouse/sales outlet with associated offices. The unit subject to this application was recently approved for use as a hairdresser's salon under PA 10/01307/B.
This application seeks approval for the erection of new advertising signage and a canopy. There is some existing redundant signage to the side of the building.
The canopy would be positioned over the entrance doorway to the salon. It would either be an elliptical or a French style canopy.
The signage would be to the right of and above the entrance. It would be a wall mounted illuminated sign, 2.5 metres wide, 0.9 metres high and 100mm out from the wall. The materials would be aluminium and Perspex panel. The signage would be illuminated by a backlight from within.
The following previous planning application is considered relevant in the assessment and determination of this application; 10/01307/B – Permitted 12.11.10 Conversion of existing ground floor office and first floor store to a hairdressers salon with treatment and therapy rooms.
Condition 3 This approval does not include the erection of new signage or a new canopy to the entrance on Demesne Road. Should these be proposed, the details must be submitted in a new planning application and/or an application for express consent to erect an advertisement for consideration by the Planning Authority.
The application site is located within an area designated as Predominately Residential Use in the Douglas Local Plan Order 1998, Map No. 1 (Central Area). The site is not within a Conservation Area.
The relevant policy from the Isle of Man Strategic Plan 2007 is General Policy 6, which states; Within our towns and villages, the display of external advertisements will be permitted on the site or building to which they relate provided they:
The Highways Division of the Department of Infrastructure do not oppose the application, subject to the condition that the canopy must be a minimum of 2.3 metres from ground level.
No written responses have been received from the general public.
The application proposes signage for the Demesne Road elevation of Hanley's Corner. The site was recently given planning approval for its conversion to a hairdresser's salon. The previous planning application did not include new signage for the salon, so this current application has now been submitted.
The elevation of the building onto Demesne Road has an overall industrial appearance, with its large workshop doors and visible external services. It is considered that the proposal would help improve the appearance of the unit and confirm where the entrance to the salon is. There is existing signage on this elevation and I do not feel that the proposed would detract from the surrounding area.
There is existing parking directly outside the salon door, underneath where the proposed canopy would be. The Highways Division state that the canopy must be a minimum of 2.3 metres from ground level. In order to comply with part c of General Policy 6, external advertising must be located so as not to cause a highway safety hazard. For these reasons, it is felt appropriate to condition the notice so that the canopy complies with the requirements of the Highways Division.
For the above reasons this application is considered to be acceptable and is recommended for approval.
The local authority is, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered an "interested person" and as such should be afforded party status.
The Department of Transport Highways Division is now part of the Department of Infrastructure of which the planning authority is part. As such, the Highways and Traffic Division cannot be afforded party status in this instance.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the erection of advertising signage and canopy, as shown in drawing numbers PTA-36-01 and PTA-36-02, in addition to the A4 page of photographs showing details of elliptical or French style canopies, all date stamped 27 January 2011.
C 3. The canopy must be a minimum of 2.3 metres above ground level.
I confirm that this decision accords with the appropriate Government Circular delegating functions to the Senior Planning Officer.
