In pursuance of powers granted under the above Act and Regulations, the Department of Infrastructure has under application reference 13/00731/D, given EXPRESS CONSENT to Victoria Carleton for the erection of signage at 10 Parliament Street Ramsey Isle Of Man IM8 1AP subject to compliance with the following condition(s):
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
The signage hereby permitted shall not be carried out except in full accordance with the following plans: site location plans received on 21 June 2013; and Drawing Numbers 2495/13 10 Revision A received on 12 August 2013.

This permission refers only to that required under The Control of Advertisements Regulations 2005.
Any appeal against this decision must be in writing and must be received by this Department within 21 days of the date of this notice.

Whichever is the later. If no appeal is lodged within 21 days of the date of issue overleaf, and this decision becomes final, the Department's public reference copy (counter copy) of the planning application may be collected by the applicant or their agent from Murray House.
Please note that if the counter copy of the application is not collected within THIRTY DAYS following the last date on which a planning appeal can be made it will be destroyed without further notice.

THE PROPOSAL 3. Advertisement Consent is sought for the erection of a non-illuminated projecting sign. 4. The application originally proposed a modern illuminated projecting projecting sign, however, the planning officer considered this inappropriate for the Conservation Area. The applicant has submitted a revised non-illuminated design. The amended plans have been readvertised.
Within our towns and villages, the display of external advertisements will be permitted on the site or building to which they relate provided they:
(a) are of a high standard of design and materials and relate well to the building and site on which they are to be displayed; (b) are in keeping with and do not detract from the surrounding area; and (c) are located so as not to cause a highway safety hazard. 10. Environment Policy 37 of the Isle of Man Strategic Plan 2007 states: 'As a general policy, advertisements within Conservation Areas will be permitted only if: i) the proposal preserves or enhances the Conservation Area; ii) the signage is in a style appropriate to the character of the area; iii) traditional materials and finishes are used and glossy and highly reflective materials are excluded from proposals; and iv) internally illuminated box fascia and projecting box signs are excluded from the proposals.'
The effect of the proposed sign on amenity including the character and appearance of the Conservation Area 13. The design of the projecting sign has been amended following advice from the planning officer. The sign is now of a much more traditional design, similar to other signs in the Conservation Area. It would have a traditional metal bracket and is no longer illuminated. It is considered that the design of the sign is appropriate to the Conservation Area, the character and appearance of which would be preserved.
The effect of the proposal on public safety 14. The sign is 2.4 metres above ground level and would not adversely impact on highway safety.
The Local Authority, Ramsey Town Commissioners, is by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5)(d) granted Interested Party Status. 17. The following parties should not be afforded Interested Party Status:
The Highways Division is part of the Department of Infrastructure and not an Interested Party.
